Today we present a first round of insights produced by NAVIGATE 2020 project on what it will take to define (and reach) an EU 2040 target that is fit-for-purpose. By that we mean a target that
builds on and accelerates the decarbonization trends, set in motion with the goal of -55% emission reduction by 2030; and that accelerates the rapid replacement of emissions-intensive with emissions-neutral activities in hard-to-abate sectors like heavy industry, aviation, shipping and agriculture in 2040-2050.
At the same time, the brief notes that the design of the EU 2040 target should not lose sight of the socio-economic implications of climate neutrality; it should factor in the distributional impacts of carbon pricing and the scope for revenue recycling so as to ensure a fair transition.
Many of the results are still preliminary and require some additional analysis before being submitted to peer-reviewed journals. Publications of final results and a final synthesis report are scheduled for the fourth quarter of 2023.
