The project aims at providing assistance to the German Government in the EU 2030 debate. The project includes development of Governance concepts in the framework of the Energy Union, analysis of forthcoming legislative procedures, and analysis of key design features regarding:

• national emission targets for the non-ETS sectors and the ETS legislations
• analysis of the revised renewable energy directive under consideration regional cooperation, secure framework conditions and maintenance of national flexibility
• analysis of the revised energy efficiency directive
• the development of the Energy plans and the reporting obligations by Member States based on these plans
